           SUMMARY  

          This measure designates, as the "CHP Officers Harold E. Horine  
          and Bill Leiphardt Memorial Highway," the portion of Interstate  
          10 from the Baldwin Park Overcrossing to the Sunset Avenue  
          Undercrossing in Los Angeles County.

           FISCAL EFFECT  

          Minor State Highway Account costs to Caltrans to make and erect  
          appropriate signs; these costs are fully covered by donations.

           COMMENTS  

           Purpose  . The measure honors Officers Horine and Leiphardt, who,  
          on May 13, 1978, were struck and killed by a drunk driver while  
          investigating a roadside crash.
