SENATE VOTE : 36-0
SUBJECT : Memorial Highway Naming
SUMMARY : Names a portion of State Route (SR) 14 in Los Angeles
County as the Lance Corporal Javier Olvera Memorial Highway.
Specifically, this bill :
1)Recounts the life of Lance Corporal Javier Olvera, who was
deployed with 2nd Battalion, 8th Marines to Afghanistan where
on August 8, 2009, he was killed in action by an improvised
explosive device.
2)Designates a portion of SR 14 in the City of Palmdale from the
south junction of SR 14 and SR 138 to West Avenue O8 as the
Lance Corporal Javier Olvera Memorial Highway.
3)Requests the California Department of Transportation
(Caltrans) to determine the cost of appropriate signs,
consistent with the signing requirements for a state highway
system, showing the special designation and, upon receiving
donations from non-state sources covering that cost, to erect
those signs.
EXISTING LAW Assigns Caltrans the responsibility of operating
and maintaining state highways including the installation and
maintenance of highway signs.
FISCAL EFFECT : Costs to make and erect the appropriate signs
are covered by donations.
COMMENTS : Javier Olvera grew up in the San Fernando Valley and
as a teenager moved with his family to Palmdale. After
graduating from R. Rex Parris High School in 2006, he enlisted
in the U.S. Marine Corps where he served as rifleman and radio
operator. He was deployed to Iraq during 2007 and 2008, and
then to Afghanistan in 2009. Lance Corporal Olvera died on
August 8, 2009, at the age 20 while conducting combat operations
in Helmand province of Afghanistan on the Pakistani border.

This resolution designates the portion of SR 14 from its south
junction with SR 138 to West Avenue O8 in the City of Palmdale
as the Lance Corporal Javier Olvera Memorial Highway. This
resolution further requests that Caltrans erect appropriate
signs upon receiving donations from non-state sources to cover
the costs.
