           SUMMARY  

          This bill encourages the Department of Health Care Services  
          (DHCS), the Department of Public Health (DPH), and other state  
          entities to partner with chronic obstructive pulmonary disease  
          (COPD) stakeholders to improve education regarding COPD in the  
          course of implementing the statewide strategic plan.

          It also designates November 2014 as COPD Awareness Month.

           FISCAL EFFECT  

          Likely minor, if any, costs over the next several years to DPH  
          and DHCS (likely GF/federal), to provide staff support to  
          stakeholders working to improve COPD education.

           COMMENTS  

           1)Purpose  .  The author indicates COPD is a leading cause of  
            death, and that early detection and treatment can mitigate  
            morbidity and mortality from COPD.  This resolution is  
            intended to increase awareness of COPD, and encourages the  
            state and other stakeholders to support implementation of the  
            strategic plan by improving education about COPD.  This  
            resolution is supported by GlaxoSmithKline and the San Joaquin  
            County Asthma & COPD Coalition.

           2)Background  .  COPD refers to two related diseases that cause  
            airflow obstruction and breathing-related problems: emphysema  
            and chronic bronchitis. Most COPD cases are caused by smoking,  
            while environmental and occupational exposures account for  
            10-20% of cases.  A genetic condition also causes some cases  
            of emphysema. The Strategic Plan to Address COPD in California

            contains stakeholder recommendations related to prevention,  
            quality of care, public health infrastructure and advocacy,  
            surveillance, research, and public education and awareness.  
            This resolution focuses mostly on two components of the  
            strategic plan: quality of care and public education and  
            awareness. 

           3)Prior Legislation  . Several previous resolutions have  
            established COPD Awareness Day and Month and made related  
            declarations, including:
             a)   ACR 62 (Galgiani), Resolution Chapter 91, Statutes of  
               2009.
             b)   ACR 127 (Galgiani), Resolution Chapter 158, Statutes of  
               2008.
             c)   ACR 13 (Galgiani), Resolution Chapter 23, Statutes of  
               2007.
