SCR 79, as introduced, Galgiani. School and college textbooks: recycled paper.
This measure would urge the Superintendent of Public Instruction, the President of the University of California, the Chancellor of the California State University, and the Chancellor of the California Community Colleges to ensure that all persons in their respective jurisdictions responsible for the procurement of school or college textbooks are aware of the benefits of recycled paper and have accurate information concerning the recycled content of textbooks purchased for use in their respective institutions.

P1 1WHEREAS, The publication of the hundreds of thousands of
2school and college textbooks annually used in California are
3responsible for generating countless tons of paper waste; and
4WHEREAS, Much of this paper waste is currently shipped
5overseas; and
6WHEREAS, New milling techniques can produce paper with
7over 80 percent recycled content that meets rigorous national
8standards for the quality and durability of textbooks; and
9WHEREAS, High standards of textbook quality can be met
10through the use of recycled paper at no additional expense to local
11educational agencies and colleges; and
P2 1WHEREAS, It is in the interest of the public and the
2environment to maximize the use of high-content recycled paper;
3and
4WHEREAS, Many of the school district and college employees
5who are responsible for purchasing textbooks are aware of their
6options with respect to using instructional materials that contain
7recycled paper, but it would serve the public interest if there were
8greater awareness of the benefits of the use of school and college
9textbooks published with recycled paper; now, therefore, be it
10Resolved by the Senate of the State of California, the Assembly
11thereof concurring, That the Legislature urges the Superintendent
12of Public Instruction, the President of the University of California,
13the Chancellor of the California State University, and the
14Chancellor of the California Community Colleges to ensure that
15all persons in their respective jurisdictions responsible for the
16procurement of school or college textbooks are aware of the
17benefits of recycled paper and have accurate information
18concerning the recycled content of textbooks purchased for use in
19their respective institutions; and be it further
20Resolved, That the Secretary of the Senate transmit copies of
21this resolution to the Superintendent of Public Instruction, the
22President of the University of California, the Chancellor of the
23California State University, and the Chancellor of the California
24Community Colleges, and to the author for appropriate distribution.
