This measure would urge the Superintendent of Public Instruction, the President of the University of California, the Chancellor of the California State University, and the Chancellor of the California Community Colleges to ensure that all persons in their respective jurisdictions responsible for the procurement of school or college textbooks are aware of the benefits of recycled paper andbegin delete have accurate information concerning the recycled content of textbooks purchasedend deletebegin insert that they consider those benefits when purchasing textbooksend insert for use in their respective institutions.

P1 1WHEREAS, The publication of the hundreds of thousands of
2school and college textbooks annually used in California are
3responsible for generating countless tons of paper waste; and
4WHEREAS, Much of this paper waste is currently shipped
5overseas; and
6WHEREAS, New milling techniques can produce paper with
7over 80 percent recycled content that meets rigorous national
8standards for the quality and durability of textbooks; and
P2 1WHEREAS, High standards of textbook quality can be met
2through the use of recycled paper at no additional expense to local
3educational agencies and colleges; and
4WHEREAS, It is in the interest of the public and the
5environment to maximize the use of high-content recycled paper;
6and
7WHEREAS, Many of the school district and college employees
8who are responsible for purchasing textbooks are aware of their
9options with respect to using instructional materials that contain
10recycled paper, but it would serve the public interest if there were
11greater awareness of the benefits of the use of school and college
12textbooks published with recycled paper; now, therefore, be it
13Resolved by the Senate of the State of California, the Assembly
14thereof concurring, That the Legislature urges the Superintendent
15of Public Instruction, the President of the University of California,
16the Chancellor of the California State University, and the
17Chancellor of the California Community Colleges to ensure that
18all persons in their respective jurisdictions responsible for the
19procurement of school or college textbooks are aware of the
20benefits of recycled paper andbegin delete have accurate information begin insert that they
21concerning the recycled content of textbooks purchasedend delete
22consider those benefits when purchasing textbooksend insert
for use in their
23respective institutions; and be it further
24Resolved, That the Secretary of the Senate transmit copies of
25this resolution to the Superintendent of Public Instruction, the
26President of the University of California, the Chancellor of the
27California State University, and the Chancellor of the California
28Community Colleges, and to the author for appropriate distribution.
