Senate Concurrent Resolution No. 79—Relative to school and college textbooks.

SCR 79, as amended, Galgiani. School and college textbooks: recycled paper.

This measure would urge the Superintendent of Public Instruction, the President of the University of California, the Chancellor of the California State University, and the Chancellor of the California Community Colleges to ensure that all persons in their respective jurisdictions responsible for the procurement of school or college textbooks are aware of the benefits of recycled paper and thatbegin delete theyend deletebegin insert those personsend insert consider those benefits when purchasing textbooks for use in their respective institutions.

P1    1WHEREAS, The publication of the hundreds of thousands of
2school and college textbooks annually used in California are made
3from paper, a resource that is renewable, recyclable, and available
4inbegin delete high-recycledend deletebegin insert a high percentage of recycled contentend insert form for
5school and college textbooks; and

P2    1WHEREAS, In 2012, 65.1 percent of paper consumed in the
2United States was recoveredbegin delete fromend deletebegin insert forend insert recycling, contributing
3towards California’s goal of achieving 75-percent collection for
4recycling. A greater effort should now be made to use that
5recovered paper in new, recycled products such asbegin delete high-recycledend delete
6 textbookbegin delete paper;end deletebegin insert paper with a high percentage of recycled content;end insert
7 and

8WHEREAS, New milling techniques can produce paper with
9over 80 percent recycled content that meets rigorous national
10standards for the quality and durability of textbooks; and

11WHEREAS, High standards of textbook quality can be met
12through the use of recycledbegin delete paper at no additional expense to local
13educational agencies and colleges;end delete
begin insert paper;end insert and

14WHEREAS, It is in the interest of the public and the
15environment to maximize the use ofbegin delete high-content recycled paper;end delete
16begin insert paper with a high percentage of recycled content;end insert and

17WHEREAS, Manybegin delete of theend delete school district and college employees
18who are responsible for purchasing textbooks are aware of their
19options with respect to using instructional materials that contain
20recycled paper, but it would serve the public interest if there were
21greater awareness of the benefits of the use of school and college
22textbooks published with recycled paper; now, therefore, be it

23Resolved by the Senate of the State of California, the Assembly
24thereof concurring,
That the Legislature urges the Superintendent
25of Public Instruction, the President of the University of California,
26the Chancellor of the California State University, and the
27Chancellor of the California Community Colleges to ensure that
28all persons in their respective jurisdictions responsible for the
29procurement of school or college textbooks are aware of the
30benefits of recycled paper and thatbegin delete theyend deletebegin insert those personsend insert consider
31those benefits when purchasing textbooks for use in their respective
32institutions; and be it further

33Resolved, That the Secretary of the Senate transmit copies of
34this resolution to the Superintendent of Public Instruction, the
35President of the University of California, the Chancellor of the
36California State University, and the Chancellor of the California
37Community Colleges, and to the author for appropriate distribution.
