This measure would designate a specified portion of State Highway Route 405 in the County of Los Angeles as the Signal Hill Police Officer Anthony “Tony” Giniewicz Memorial Highway. This measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering those costs, to erect those signs.

P1 1WHEREAS, Of all the promises the United States offers, none
2is more precious or elusive than the right to be free from crime
3and violence; and
4WHEREAS, The men and women of law enforcement have the
5unenviable task of guaranteeing the public’s safety, which is as
6difficult and dangerous as it is important; and
7WHEREAS, Californians are indebted every day to our peace
8officers; we pay special tribute to peace officers’ bravery and
9dedication, and share in their pain, when one of their members is
10killed in the line of duty; and
11WHEREAS, Officer Anthony “Tony” Giniewicz faithfully
12served the Signal Hill Police Department and the residents of the
P2 1City of Signal Hill as a police officer assigned to patrol operations;
2and
3WHEREAS, Officer Giniewicz is remembered as a loving son
4to his mother, Nellie Giniewicz; a caring father to his son Anthony,
5his step-son John Peters, and his step-daughter Barbara
6Crumbacker; and a thoughtful sibling to his sisters Paula Zwicker,
7Linda Kravitz, Elaine Giniewicz, Christine Giniewicz, Diane
8Racicot, and Laurie Wessels; and
9WHEREAS, Officer Giniewicz committed his life to his family
10and friends, and his career to the City of Signal Hill and the safety
11of its residents and fellow officers; and
12WHEREAS, Officer Giniewicz was loved by his friends and
13coworkers, and had earned a reputation of caring deeply for his
14partners and the public; and
15WHEREAS, Officer Giniewicz was shot in the line of duty by
16three gang members while responding to a robbery in progress at
17a restaurant in the City of Long Beach on February 19, 1985; and
18WHEREAS, Officer Giniewicz was paralyzed from the chest
19down as a result of his wounds and remained in poor health until
20passing away as a result of complications on December 7, 2011;
21and
22WHEREAS, In recognition of the hazardous work and serious
23responsibility Officer Giniewicz willingly accepted, and the strong
24commitment he demonstrated, during his three years as a law
25enforcement officer, and his contributions and sacrifice in serving
26and protecting the residents of the City of Signal Hill, it would be
27a fitting tribute to designate a portion of State Highway Route 405,
28in the County of Los Angeles, as the Signal Hill Police Officer
29Anthony “Tony” Giniewicz Memorial Highway; now, therefore,
30be it
31Resolved by the Senate of the State of California, the Assembly
32thereof concurring, That the Legislature hereby designates the
33portion of State Highway Route 405 from Atlantic Avenue to
34Cherry Avenue south, in the County of Los Angeles as the Signal
35Hill Police Officer Anthony “Tony” Giniewicz Memorial Highway;
36and be it further
37Resolved, That the Department of Transportation is requested
38to determine the cost of appropriate signs consistent with the
39signing requirements for the state highway system showing this
40special designation and, upon receiving donations from nonstate
P3 1sources sufficient to cover the cost, to erect those signs; and be it
2further
3Resolved, That the Secretary of the Senate transmit copies of
4this resolution to the Director of Transportation and to the author
5for appropriate distribution.
