Senate Concurrent Resolution No. 84—Relative to the Signal Hill Police Officer Anthony “Tony” Giniewicz Memorial Highway.

SCR 84, as amended, Lara. Signal Hill Police Officer Anthony “Tony” Giniewicz Memorial Highway.

This measure would designate a specified portion ofbegin delete State Highway Routeend deletebegin insert Interstateend insert 405 in the County of Los Angeles as the Signal Hill Police Officer Anthony “Tony” Giniewicz Memorial Highway. This measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering those costs, to erect those signs.

P1    1WHEREAS, Of all the promises the United States offers, none
2is more precious or elusive than the right to be free from crime
3and violence; and

4WHEREAS, The men and women of law enforcement have the
5unenviable task of guaranteeing the public’s safety, which is as
6difficult and dangerous as it is important; and

7WHEREAS, Californians are indebted every day to our peace
8officers; we pay special tribute to peace officers’ bravery and
9dedication, and share in their pain, when one of their members is
10killed in the line of duty; and

P2    1WHEREAS, Officer Anthony “Tony” Giniewicz faithfully
2served the Signal Hill Police Department and the residents of the
3City of Signal Hill as a police officer assigned to patrol operations;
4and

5WHEREAS, Officer Giniewicz is remembered as a loving son
6to his mother, Nellie Giniewicz; a caring father to his son Anthony,
7his step-son John Peters, and his step-daughter Barbara
8Crumbacker; and a thoughtful sibling to his sisters Paula Zwicker,
9Linda Kravitz, Elaine Giniewicz, Christine Giniewicz, Diane
10Racicot, and Laurie Wessels; and

11WHEREAS, Officer Giniewicz committed his life to his family
12and friends, and his career to the City of Signal Hill and the safety
13of its residents and fellow officers; and

14WHEREAS, Officer Giniewicz was loved by his friends and
15coworkers, and had earned a reputation of caring deeply for his
16partners and the public; and

17WHEREAS, Officer Giniewicz was shot in the line of duty by
18three gang members while responding to a robbery in progress at
19a restaurant in the City of Long Beach on February 19, 1985; and

20WHEREAS, Officer Giniewicz was paralyzed from the chest
21down as a result of his wounds and remained in poor health until
22passing away as a result of complications on December 7, 2011;
23and

24WHEREAS, In recognition of the hazardous work and serious
25responsibility Officer Giniewicz willingly accepted, and the strong
26commitment he demonstrated, during his three years as a law
27enforcement officer, and his contributions and sacrifice in serving
28and protecting the residents of the City of Signal Hill, it would be
29a fitting tribute to designate a portion ofbegin delete State Highway Routeend delete
30begin insert Interstateend insert 405, in the County of Los Angeles, as the Signal Hill
31Police Officer Anthony “Tony” Giniewicz Memorial Highway;
32now, therefore, be it

33Resolved by the Senate of the State of California, the Assembly
34thereof concurring,
That the Legislature hereby designates the
35portion ofbegin delete State Highway Routeend deletebegin insert Interstateend insert 405 from Atlantic
36Avenue to Cherry Avenue south, in the County of Los Angelesbegin insert,end insert
37 as the Signal Hill Police Officer Anthony “Tony” Giniewicz
38Memorial Highway; and be it further

39Resolved, That the Department of Transportation is requested
40to determine the cost of appropriate signs consistent with the
P3    1signing requirements for the state highway system showing this
2special designation and, upon receiving donations from nonstate
3sources sufficient to cover the cost, to erect those signs; and be it
4further

5Resolved, That the Secretary of the Senate transmit copies of
6this resolution to the Director of Transportation and to the author
7for appropriate distribution.
