This measure would declare April 2014, as Car Care Month, and would urge all citizens with vehicles to “be car care aware” by inspecting their vehicles and performing all necessary maintenance to ensure that their vehicles are operating in a safe, efficient, and clean manner.

P1 1WHEREAS, Past studies have shown neglected maintenance
2leads to more than 5,600 deaths, nearly 100,000 disabling injuries,
3and more than $2,000,000,000 in lost wages, medical expenses,
4and property damage; and
5WHEREAS, Neglected tire maintenance is responsible for 9
6percent of crashes; and
7WHEREAS, More than 75 percent of the vehicles on the road
8today are in need of some type of preventative maintenance; and
9WHEREAS, According to the United States Environmental
10Protection Agency, light duty vehicles are responsible for
11approximately 55 percent of the United States’ transportation
12emissions; and
13WHEREAS, Through proper maintenance, a 10-year old vehicle
14can produce fewer emissions than a poorly maintained 5-year old
15vehicle; and
P2 1WHEREAS, Disabled vehicles are a major cause of highway
2congestion that is avoidable with proper maintenance of critical
3vehicle systems; and
4WHEREAS, Proper maintenance of key safety systems such as
5brakes, air bags, and lights will help the state reduce accidents and
6accompanying injuries and fatalities; and
7WHEREAS, Proper maintenance will reduce fuel usage by cars,
8and therefore, save car owners money and reduce the emissions
9of greenhouse gases; and
10WHEREAS, Proper maintenance of the state’s vehicle fleet will
11reduce long-term operating costs and the need to purchase new
12vehicles; now, therefore, be it
13Resolved by the Senate of the State of California, the Assembly
14thereof concurring, That the Legislature of the State of California
15declares April 2014, as Car Care Month, and urges all citizens
16with vehicles to “be car care aware,” and inspect and perform all
17maintenance necessary to ensure their vehicles are operating in a
18safe, efficient, and clean manner; and be it further
19Resolved, That the Secretary of the Senate transmit copies of
20this resolution to the author for appropriate distribution.
