           SUBJECT  :    Military sacrifice

           DIGEST  :    This resolution encourages the people of California  
          to honor our war dead on the 21st day of each month by flying  
          the flag of the United States at half-staff in remembrance and  
          in honor of all those who have given their lives in military  
          service in war and to pause for a moment of silence for 21  
          seconds to honor our fallen heroes.

           ANALYSIS  :    This resolution makes the following legislative  
          findings:

          1.Some 1.4 million American veterans have given their lives in  
            the various wars in defense of freedom.

          2.The highest salute our nation can bestow on our military or  
            public officials, including the President of the United  
            States, is formally known as the "21 Gun Salute," and taking a  
            21 second moment of silence is an appropriate way to honor our  
            fallen soldiers.

          3.Out of the 31,536,000 seconds in a calendar year, 252 seconds  
            of each year shall be utilized to honor Americans who have  
            given their lives defending freedom.  A 21 second moment of

            silence each month would help this and future generations to  
            understand and respect the sacrifice made by veterans who have  
            given their lives.
