Senate Concurrent Resolution No. 131—Relative to Diaper Need Awareness Week.

LEGISLATIVE COUNSEL’S DIGEST

SCR 131, as introduced, Gaines. Diaper Need Awareness Week.

This measure would proclaim the week of September 8, 2014, to September 14, 2014, inclusive, as Diaper Need Awareness Week and encourage California citizens to donate generously to diaper banks, diaper drives, and those organizations that distribute diapers to families in need.

P1    1WHEREAS, The people of California recognize that economic
2opportunity for individuals can lead to improved health for families
3and their communities; and

4WHEREAS, Many children in California under three years of
5age live in low-income households, and 18 percent of all children
6under 18 years of age in the County of Nevada live in poverty;
7and

8WHEREAS, Access to a reliable supply of clean diapers is a
9necessity for the health and welfare of infants and toddlers, their
10families, and child and health care providers; and

11WHEREAS, The average infant or toddler requires an average
12of 50 diaper changes per week over three years; and

13WHEREAS, Diapers cannot be bought with CalFresh benefits
14or Women, Infants, and Children (WIC) vouchers, therefore
P2    1providing a sufficient supply of diapers can cause economic
2hardship to needy families; and

3WHEREAS, A supply of diapers is generally an eligibility
4requirement for infant and toddlers to participate in childcare
5programs; and

6WHEREAS, When infants and toddlers cannot participate in
7childcare programs, it makes it very difficult for their parents and
8guardians to participate in the workforce, thereby causing economic
9harm to many families; and

10WHEREAS, California is proud to be home to various
11community organizations that recognize the importance of diapers
12in helping to provide economic stability for families and distribute
13diapers to poor families through various channels; now, therefore,
14be it

15Resolved by the Senate of the State of California, the Assembly
16thereof concurring,
That the Legislature proclaims the week of
17September 8, 2014, to September 14, 2014, inclusive, as Diaper
18Need Awareness Week and encourages the citizens of California
19to donate generously to diaper banks, diaper drives, and those
20organizations that distribute diapers to families in need to help
21alleviate diaper need in California; and be it further

22Resolved, That the Secretary of the Senate transmit copies of
23this resolution to the author for appropriate distribution.
