DIGEST : This bill requires the State Board of Education (SBE)
to consider the adoption of a revised curriculum framework and
evaluation criteria for instructional materials based on the
Next Generation of Science Standards.
Assembly Amendments (1) change date from November 30, 2015 to
January 31, 2016, that requires the SBE to consider the adoption
of revised curriculum framework and evaluation criteria for
instructional materials, (2) include English language
development strategies and strategies to address the needs of
pupils with disabilities for the revised curriculum framework,
(3) extends the deadline until July 30, 2014 for the SBE to
adopt revised curriculum frameworks for English language arts,
(4) change date from May 30, 2014 to July 30, 2014, for the
revised curriculum frameworks for English language arts, and (5)
make technical changes.
ANALYSIS : Existing law prohibits the SBE from adopting
instructional materials, curricular frameworks, or evaluation
criteria until the 2015-16 school year, except as described
below.
Standards
Existing law:
1.Requires the SBE to adopt the common core academic content
standards in mathematics and English language arts by August
2010.
2.Requires the SBE to consider the adoption of new science
standards by November 30, 2013.
Frameworks
Existing law requires the SBE to adopt revised frameworks that
are aligned to the common core standards in:
1. Mathematics by November 30, 2013.
2. English language arts by May 30, 2014.

Existing law:
1. Authorizes the SBE to adopt evaluation criteria for common
core-aligned instructional materials in mathematics by March
31, 2013.
2. Requires the SBE to adopt revised evaluation criteria
aligned to the common core standards in English language arts
by May 30, 2014.
Instructional materials
Existing law:
1.Authorizes the SBE to conduct an adoption of basic
instructional materials that are aligned to the common core
standards for mathematics, by March 30, 2014.
2.Establishes processes for the development of supplemental
instructional materials in English language arts (by September
30, 2012), English language development (by June 30, 2014),
and mathematics (by September 30, 2012 & July 30, 2013).
This bill requires the SBE to consider curriculum frameworks and
evaluation criteria for instructional materials aligned to the
Next Generation Science Standards. Specifically, this bill:
1.Makes findings and declarations of the Legislature related to
the Next Generation Science Standards, the necessity of
curriculum frameworks, and the intent that the adoption of a
new curriculum framework is not a mandate for the purchase of
new instructional materials.
2.Requires the SBE, on or before January 31, 2016, to consider
the adoption of a revised curriculum framework and evaluation
criteria for instructional materials in science based upon the
Next Generation Science Standards.
3.Changes the date by which the SBE must adopt curriculum
frameworks and evaluation criteria for instructional materials
for English language arts from May 30, 2014 to July 30, 2014.

General Fund (GF) administrative costs, likely between
$150,000 and $250,000, to the CDE to develop a science
curriculum framework and evaluation criteria for instructional
materials in science.
Potential GF/Proposition 98 cost pressure, likely in the low
millions, to provide local education agencies with funding to
purchase science instructional materials.
