SB 325 (Block) - As Amended: April 1, 2013
Policy Committee: Higher
EducationVote:12-0
Urgency: No State Mandated Local Program:
No Reimbursable:
SUMMARY
This bill:
1)Requires the student members of the California State
University (CSU) Board of Trustees (BOT) to have at least
sophomore standing rather than at least junior standing.
2)Waives the tuition of the student trustees for the duration of
their tenure.
FISCAL EFFECT
Potential minor revenue loss to CSU from the waived tuition of
two student trustees.
COMMENTS
1)Purpose . The BOT includes two student members with at least
junior standing, appointed by the Governor, and serving
staggered two-year terms. One student trustee has full voting
powers and the second, non-voting student trustee, succeeds to
the voting position upon the expiration of the term of the
first. SB 325 is intended to provide parity with the student
regents at the University of California, whose mandatory fees
and tuition are waived during their tenure.
2)Related Legislation . AB 46 (Pan), pending in Senate Education,
in part allows the non-voting student trustee to vote in the
absence of the first student trustee.
