DIGEST : This bill changes the requirements for services as a
student trustee on the California State University (CSU) Board
of Trustees (BOT), as specified.

Assembly Amendments add double-jointing language to AB 447
(Williams) to avoid chaptering-out issues and make technical
changes.
ANALYSIS : Existing law establishes CSU administered by a
board designated as the Trustees of the CSU. Existing law
defines the composition, appointments, terms, powers, and
functions of the Board of Trustees. The composition of the
Trustees of the CSU includes:
1. Five ex-officio members:
A. The Governor.
B. Lieutenant Governor.
C. Speaker of the Assembly.
D. Superintendent of Public Instruction.
E. The CSU Chancellor.
2. Sixteen Governor Appointees confirmed by two-thirds of the
Senate each serving an eight-year term.
3. One alumni association representative appointed by the
Governor serving a two-year term.
4. One CSU faculty representative appointed by the Governor
serving a two-year term.
5. Two student members with at least junior standing, appointed
by the Governor, serving staggered two-year terms. One
student trustee has full voting powers; the second,
non-voting student trustee succeeds to the voting position
upon the expiration of the term of the first.
This bill changes the requirements for services as a student
trustee on the CSU BOT. Specifically, this bill:
1. Changes the grade level requirement for serving on the CSU
BOT from students who have at least junior standing to
students with at least sophomore year standing.
2. Requires that the tuition fee be waived for student members
of the CSU BOT for the duration of their terms of office.
3. Adds double-jointing language to AB 447 (Williams) to avoid
