An act to add Section 325.51 to the Unemployment Insurance Code, relating to veterans.

SB 723, as introduced, Correa. Veterans.

Existing law requires the Employment Development Department, in consultation and coordination with veterans’ organizations and veteran service providers, to research the needs of veterans throughout the state and develop a profile of veterans’ employment and training needs and to seek federal funding for those purposes.

This bill would require the Employment Development Department and the Department of Consumer Affairs, on or before January 1, 2015, jointly to present a report to the Legislature addressing specified matters relating to military training programs and state credentialing programs.

The people of the State of California do enact as follows:

SECTION 1.  

Section 325.51 is added to the Unemployment
2Insurance Code
, to read:

325.51.  

The Employment Development Department and the
4Department of Consumer Affairs, on or before January 1, 2015,
5jointly shall present a report to the Legislature containing all of
6the following:

P2    1(a) Best practices by state governments around the nation in
2facilitating the credentialing of veterans by using their documented
3military education and experience.

4(b) Military occupational specialties within all branches of the
5United States Armed Forces that readily transfer to high-demand
6civilian jobs.

7(c) The departments’ past and current efforts to collaborate with
8key public and private sector stakeholders to address the gaps
9between military training programs and state credentialing
10programs with respect to at least five specific vocations or
11professions that are credentialed or licensed by the Department of
12Consumer Affairs.
