To the Members of the California State Senate:
I am returning Senate Bill 723 without my signature.
This measure requires a report on the best practices that other
states use to give credentialing credit to veterans for their
military education and experience.
I want to commend Senator Correa for his great work championing the
causes of veterans. I agree with the Senator's goal to make sure our
returning veterans get every advantage as they re-enter the civilian
workforce. To that end, I am instructing all professional and
occupational licensing boards to review their requirements for
licensure to make sure military experience is counted where
appropriate.
I don't think a general report as called for in this bill satisfies
the author's intent to help veterans as much as the actions I'm
setting in motion. If the licensing boards and commissions uncover
the need to alter current laws to help veterans obtain licenses, I
will work with the Senator to make that happen.
