           DIGEST  :    This bill expresses the intent of the Legislature to  
          enact the Budget Act of 2014.

           Assembly Amendments  made a technical change.

           ANALYSIS  :    

          SB 852 is the vehicle that will contain the 2014-15 Budget Act.  
          This vehicle was sent to the Senate so that there can be  
          non-concurrence. That action will send vehicle to the Budget

          Conference Committee so that the Senate can begin the  
          reconciliation process with the Assembly and frame the  
          Legislature's 2014-15 budget package. The Senate has concluded  
          its 2014-15 budget deliberations and the next step in the  
          process is to reconcile differences with the Assembly in  
          conference committee.
