SUMMARY : This supplemental appropriation bill (also called a
"deficiency bill") appropriates $553.4 million from the General
Fund for unanticipated costs incurred in Fiscal Year 2013-14.
          Specifically, this bill :

1)Allocates $553.4 million to the Department of Health Care
Services to fund a deficiency in funding resulting from higher
than projected Medi-Cal caseloads and expenditure levels.

2)Allocates $443,000 to the Victim Compensation Board for
various claims made in the current year.

3)Allocates $291,510 for qualified counties for the
reimbursement of the cost of homicide trials.

FISCAL EFFECT : $553.4 million General Fund would be
          appropriated for current year expenses.

COMMENT : This bill contains funding necessary to address
deficiencies in the 2013 Budget Act. The funds have already
been expended and the costs are reflected in the 2014-15 budget
          package.
