          SB 868 (Budget and Fiscal Review Committee)
          As Amended  June 12, 2014
          Majority vote.  Budget Bill Appropriation Takes Effect  
          Immediately 

           SENATE VOTE  :Vote not relevant

           SUMMARY  :  Contains necessary statutory and technical changes to  
          implement the Budget Act of 2014 related to groundwater.   
          Specifically,  this bill  :

          1)Makes findings and declarations related to the importance of  
            proper groundwater management.

          2)Defines sustainable groundwater management as the management  
            of groundwater to provide for multiple long term benefits  
            without resulting in or aggravating conditions that cause  
            significant economic, social, or environmental impacts such as  
            long-term overdraft, land subsidence, ecosystem degradation,  
            depletions from surface water bodies, and water quality  
            degradation, in order to protect the resource for future  
            generations.
            
          3)Appropriates $4,500 to the State Water Resources Control Board  
            for its administrative costs during the 2014-15 fiscal year.

           COMMENTS  :  This bill provides the necessary statutory references  
          to enact the 2014-15 budget related to resources.
