SUBJECT : Emergency Health Care
SUMMARY : Provides $3 million special funds, from the Major
Medical Risk Insurance Fund, West Contra Costa County Healthcare
District for the Doctor's Medical Center in San Pablo,
California.
FISCAL EFFECT : This bill would provide $3 million of Major
Medical Risk Insurance Funds, also referred to as "Proposition
99 funds".
COMMENTS : This bill provides $3 million for the Doctor's
Medical Center in San Pablo California. The Center is currently
scheduled to close due to an annual $18 million operating
deficit. The center provides critical emergency services to
the West Contra Costa County area, and began diverting
ambulances to other facilities at the beginning of August 2014
as the closure progresses.
Since the diversions began, there have been two deaths in which
the delays resulting from the diversions were cited in
contributing to fatality. Contra Costa County, local community
leaders, and other stakeholders are exploring options to
maintain all or some of the center's operations.
The proposed $3 million is one-time funding will assist the West
Contra County Medical Center District with the continued
operations of emergency medical services.
