(1) Existing law requires the State Board of Education and the State Department of Education to request that the Instructional Quality Commission review and revise, as necessary, the course requirements in the history-social science framework, as specified. Existing law requires the commission, when revising the history-social science framework and as appropriate and based on the subject matter of the course, to ensure that certain historical documents are incorporated into the framework, consider incorporating additional specified historical documents into the framework, and encourage instruction that promotes an understanding of the governments of California and the United States of America.

(2) Existing law provides for the allocation of funds appropriated by the Budget Act of 2013 for the establishment of the California Career Pathways Trust. Existing law requires these funds to be apportioned, and available for expenditure in the 2013-14 fiscal year to the 2015-16 fiscal year, inclusive, to school districts, county superintendents of schools, charter schools, and community colleges in the form of one-time competitive grants for career pathways programs that accomplish certain objectives, including, among other things, funding specialists in work-based learning who, through specified actions, connect school districts, county superintendents of schools, charter schools, and community colleges with business entities, and establishing regional collaborative relationships and partnerships with business entities, community organizations, and local institutions of postsecondary education. Existing law also requires the Superintendent of Public Instruction to consult with the Chancellor of the California Community Colleges and organizations representing businesses in considering grant applications pursuant to those provisions.

This bill would provide that business entities include public sector entities for purposes of these provisions. The bill would require the Superintendent to also consult with representatives of the public sector in considering the grant applications.

begin insert(2)end insert Existing law, pursuant to funding made available in the annual Budget Act, requires the Chancellor of the California Community Colleges and the State Department of Education to jointly provide 2-year planning and implementation grants to regional consortia of community college districts and school districts for purposes of developing regional plans to better serve the educational needs of adults. Existing law requires the grant funds to be used by each regional consortium to create and implement a plan to better provide adults in the region with certain classes and programs, including, among other things, elementary and secondary basic skills, including classes required for a high school diploma or high school equivalency certificate and classes and courses for immigrants eligible for educational services in citizenship and English as a 2nd language, and workforce preparation classes in basic skills.

This bill would require the classes and courses related to elementary and secondary basic skills and the classes and courses for immigrants, as described above, to distribute basic information on American government and civics that includes, but is not limited to, instruction on (A) federal, state, and local government, (B) the 3 branches of government, (C) the importance of civic engagement, and (D) registering to vote. The bill would apply these requirements to any funding provided for the 2-year planning and implementation grants in the 2015-16 fiscal year, or any other statute providing this funding that takes effect on or after January 1, 2015.

SECTION 1.  

Section 33540 of the Education Code is amended

(a) The state board and the department shall request
4that the commission review and revise, as necessary, the course
5requirements in the history-social science framework developed
6by the History-Social Science Curriculum Framework and Criteria
7Committee of the state board to ensure that minimum standards
8for courses in American government and civics include sufficient
9attention to teaching pupils how to interact, in a practical manner,
10with state and local governmental agencies and representatives to
11solve problems and to petition for changes in laws andbegin delete procedures.end delete

2purposes of integrating civics learning content, concepts, and
3skills, at all appropriate grade levels, with the standards
4established by the state board in core curriculum areas, as
5specified in Section 60605, as that section read on June 30, 2011,

7(2) Consider how civics and history instruction, at all
8appropriate grade levels, includes, in addition to the acquisition
9of content knowledge, applying that content to develop the
10competence and skills needed for civic engagement.

12American government and civics curriculum at the high school
13level, including, but not limited to, information on the importance
14of registering to vote in local, state, and federal elections, how to
15register to vote, both online and by mail, what the requirements
16are to register to vote, how to request an absentee ballot, how to
17fill out and return an absentee ballot, what to expect on election
18day, how to find a polling place, and where and how to access and
19understand the voter information pamphlet and other materials
20to become an informed voter.

SEC. 2.  

Section 52377.5 is added to the Education Code, to
17read:

52377.5.  

(a) Funding appropriated in Item 6110-280-0001 of
19the Budget Act of 2013 for career technical education shall be
20allocated for the establishment of the California Career Pathways
21Trust.

22(b) The funds appropriated in Item 6110-280-0001 of the Budget
23Act of 2013 shall be apportioned to school districts, county
24superintendents of schools, charter schools, and community
25colleges in the form of one-time competitive grants. Funds shall
26be available for expenditure in the 2013-14 fiscal year to the
272015-16 fiscal year, inclusive.

28(c) Grants shall be available for K-14 career pathways programs
29that accomplish any of the following:

30(1) Fund specialists in work-based learning, as defined in Section
3151760.1, to convene, connect, measure, or broker efforts to
32establish or enhance a locally defined career pathways program
33that connects school districts, county superintendents of schools,
34charter schools, and community colleges with business entities.

35(2) Establish regional collaborative relationships and
36partnerships with business entities, community organizations, and
37local institutions of postsecondary education.

38(3) Develop and integrate standards-based academics with a
39career relevant, sequenced curriculum following industry-themed
P6    1pathways that are aligned to high need, high growth, or emerging
2regional economic sectors.

3(4) Provide articulated pathways to postsecondary education
4aligned with regional economies.

5(5) Leverage and build on any of the following:

6(A) Existing structures, requirements, and resources of the Carl
7D. Perkins Career and Technical Education Improvement Act of
82006, the California Partnership Academies, and regional
9occupational programs, including staff knowledge, community
10relationships, and course development.

11(B) Matching resources and in-kind contributions from public,
12private, and philanthropic sources.

13(C) The California Community Colleges Economic and
14Workforce Development Program and its sector strategies and
15deputy sector navigators.

16(D) Participation in the local California Community Colleges
17Skills Panel.

18(d) As a condition of receipt of funds, a grant recipient under
19this section shall identify and set aside funding within its own
20budget and obtain funding commitments from program partners
21sufficient to support the ongoing costs of the program.

22(e) The Superintendent shall consult with the Chancellor of the
23California Community Colleges, organizations representing
24businesses, and representatives of the public sector in considering
25grant applications under this section.

26(f) For purposes of this section, business entities shall include
27public sector entities.

28(g) No later than December 1, 2016, grant recipients and the
29Superintendent shall report to the Department of Finance and to
30the relevant policy and fiscal committees of the Legislature
31outcome measures that shall include, but not necessarily be limited
32to, all of the following:

33(1) Pupil and student academic performance indicators.

34(2) The number and rate of school or program graduates.

35(3) Attainment of certificates, transfer readiness, and
36postsecondary education enrollment.

37(4) Transitions to appropriate employment, apprenticeships, or
38job training.

Section 84830 of the Education Code is amended to

84830.  

(a) The Chancellor of the California Community
5Colleges and the State Department of Education shall, pursuant to
6funding made available in the annual Budget Act, jointly provide
7two-year planning and implementation grants to regional consortia
8of community college districts and school districts for the purpose
9of developing regional plans to better serve the educational needs
10of adults.

11(1) Eligibility shall be limited to consortia consisting of at least
12one community college district and at least one school district
13within the boundaries of the community college district, either of
14which may serve as the consortium’s fiscal agent, as determined
15by the applicant consortium.

16(2) If a community college district chooses not to participate in
17a consortium, a neighboring community college district may form
18a consortium with school districts within the boundaries of the
19nonparticipating community college district.

20(3) Consortia may include other entities providing adult
21education courses, including, but not necessarily limited to,
22correctional facilities, other local public entities, and
23community-based organizations.

24(b) Grant funds provided pursuant to this section shall be used
25by each regional consortium to create and implement a plan to
26better provide adults in its region with all of the following:

27(1) Elementary and secondary basic skills, including classes
28required for a high school diploma or high school equivalency
29certificate.

30(2) Classes and courses for immigrants eligible for educational
31services in citizenship and English as a second language, and
32workforce preparation classes in basic skills.

33(3) Education programs for adults with disabilities.

34(4) Short-term career technical education programs with high
35employment potential.

36(5) Programs for apprentices.

37(c) (1) The classes and courses described in paragraphs (1) and
38(2) of subdivision (b) shall distribute basic information on
39American government and civics that includes, but is not limited
40to, instruction on all of the following:

P8    1(A) Federal, state, and local government.

2(B) The three branches of government.

3(C) The importance of civic engagement.

4(D) Registering to vote.

5(2) The requirements of paragraph (1) shall apply to any funding
6forbegin delete theend delete regional consortia provided in the 2015-16 fiscal year,
7annual Budget Acts enacted after the 2015-16 fiscal year, or other
8legislation that takes effect on or after January 1, 2015.

9(3) It is the intent of the Legislature that, consistent with the
10requirements of Sections 51225.3 and 52555, students enrolled in
11classes and courses described in paragraphs (1) and (2) of
12subdivision (b) in which instruction in American government and
13civics is appropriate shall receive instruction in American
14government and civics.

15(d) Each regional consortium’s plan shall include, at a minimum:

16(1) An evaluation of current levels and types of adult education
17programs within its region, including education for adults in
18correctional facilities; credit, noncredit, and enhanced noncredit
19adult education coursework; and programs funded through Title
20II of the federal Workforce Investment Act of 1998, known as the
21Adult Education and Family Literacy Act (Public Law 105-220).

22(2) An evaluation of current needs for adult education programs
23within its region.

24(3) Plans for parties that make up the consortium to integrate
25their existing programs and create seamless transitions into
26postsecondary education or the workforce.

27(4) Plans to address the gaps identified pursuant to paragraphs
28(1) and (2).

29(5) Plans to employ approaches proven to accelerate a student’s
30progress toward his or her academic or career goals, such as
31contextualized basic skills and career technical education, and
32other joint programming strategies between adult education and
33career technical education.

34(6) Plans to collaborate in the provision of ongoing professional
35development opportunities for faculty and other staff to help them
36achieve greater program integration and improve student outcomes.

37(7) Plans to leverage existing regional structures, including, but
38not necessarily limited to, local workforce investment areas.

P9    1(e) The Chancellor of the California Community Colleges and
2the State Department of Education may identify additional elements
3that consortia must include in a plan.

4(f) (1) On or before March 1, 2014, the Chancellor of the
5California Community Colleges and the State Department of
6Education shall submit a joint report to the Legislature and the
7Governor. This report shall include, but not necessarily be limited
8to,begin delete allend deletebegin insert bothend insert of the following:

9(A) The status of developing regional consortia across the state,
10including identification of unserved geographic areas or emerging
11gaps in regional program delivery.

12(B) The status and allocation of grant awards made to regional
13consortia.

14(2) The report shall be submitted to the Legislature as provided
15in Section 9795 of the Government Code.

16(g) (1) On or before March 1, 2015, the Chancellor of the
17California Community Colleges and the State Department of
18Education shall submit a joint report to the Legislature and the
19Governor. This report shall include, but is not limited to,begin delete allend deletebegin insert bothend insert
20 of the following:

21(A) The plans developed by the regional consortia across the
22state.

23(B) Recommendations for additional improvements in the
24delivery system serving adult learners.

25(2) The report shall be submitted to the Legislature as provided
26in Section 9795 of the Government Code.

27(h) It is the intent of the Legislature to work toward developing
28common policies related to adult education affecting adult schools
29at local educational agencies and community colleges, including
30policies on fees and funding levels.

31(i) It is the intent of the Legislature to provide additional funding
32in the 2015-16 fiscal year to regional consortia to expand and
33improve the provision of adult education.

Section 86 of Chapter 48 of the Statutes of 2013 is
