SB 897, as amended, Steinberg. Educational programs: history-social science framework: adult education: civics instruction.
(1) Existing law requires the State Board of Education and the State Department of Education to request that the Instructional Quality Commission review and revise, as necessary, the course requirements in the history-social science framework, as specified. Existing law requires the commission, when revising the history-social science framework and as appropriate and based on the subject matter of the course, to ensure that certain historical documents are incorporated into the framework, consider incorporating additional specified historical documents into the framework, and encourage instruction that promotes an understanding of the governments of California and the United States of America.
This bill would also require the commission, whenever it revises the history-social science framework and as appropriate and based on the subject matter of the course, to, among other things, receive input from civics learning experts for purposes of integrating civics learning content, concepts, and skills, at all appropriate grade levels, with certain standards, and ensure that voter education information is included in the American government and civics curriculum at the high school level, as specified. The bill would state the intent of the Legislature, for purposes of the history-social science framework that is revised any time after July 1, 2015, that the commission consider whether and how to incorporate a specified social studies framework into that framework. The bill would require the state board to consider incorporating a specified social studies framework into the history-social science content standards when those content standards are next revised after January 1, 2015.
(2) Existing law, pursuant to funding made available in the annual Budget Act, requires the Chancellor of the California Community Colleges and the State Department of Education to jointly provide 2-year planning and implementation grants to regional consortia of community college districts and school districts for purposes of developing regional plans to better serve the educational needs of adults. Existing law requires the grant funds to be used by each regional consortium to create and implement a plan to better provide adults in the region with certain classes and programs, including, among other things, elementary and secondary basic skills, including classes required for a high school diploma or high school equivalency certificate, and classes and courses for immigrants eligible for educational services in citizenship and English as a 2nd language, and workforce preparation classes in basic skills.
This bill would require the classes and courses related to elementary and secondary basic skills and the classes and courses for immigrants, as described above, to distribute basic information on American government and civics that includes, but is not limited to, instruction on (A) federal, state, and local government, (B) the 3 branches of government, (C) the importance of civic engagement, and (D) registering to vote.

Section 33540 of the Education Code is amended
2to read:
(a) The state board and the department shall request
4that the commission review and revise, as necessary, the course
5requirements in the history-social science framework developed
6by the History-Social Science Curriculum Framework and Criteria
7Committee of the state board to ensure that minimum standards
8for courses in American government and civics include sufficient
9attention to teaching pupils how to interact, in a practical manner,
10with state and local governmental agencies and representatives to
11solve problems and to petition for changes in laws and procedures,
12and that the course requirements in the history-social science
13framework are also included in all history and social science
14courses and all grade levels, as appropriate.
15(b) Whenever the history-social science framework is revised
16as required by law, the commission shall do, as appropriate and
17based on the subject matter of the course, all of the following:
18(1) Receive input from civics learning experts, including civics
19education program providers, associations of civics educators, and
20organizations dedicated to research on civics learning, for purposes
21of integrating civics learning content, concepts, and skills, at all
22appropriate grade levels, with the standards established by the state
23board in core curriculum areas, as specified in Section 60605, as
24that section read on June 30, 2011, and Section 60605.8.
25(2) Consider how civics and history instruction, at all appropriate
26grade levels,

Section 84830 of the Education Code is amended to
30read:
(a) The Chancellor of the California Community
32Colleges and the State Department of Education shall, pursuant to
33funding made available in the annual Budget Act, jointly provide
34two-year planning and implementation grants to regional consortia
35of community college districts and school districts for the purpose
36of developing regional plans to better serve the educational needs
37of adults.
38(1) Eligibility shall be limited to consortia consisting of at least
39one community college district and at least one school district
40within the boundaries of the community college district, either of
P7 1which may serve as the consortium’s fiscal agent, as determined
2by the applicant consortium.
3(2) If a community college district chooses not to participate in
4a consortium, a neighboring community college district may form
5a consortium with school districts within the boundaries of the
6nonparticipating community college district.
7(3) Consortia may include other entities providing adult
8education courses, including, but not necessarily limited to,
9correctional facilities, other local public entities, and
10community-based organizations.
11(b) Grant funds provided pursuant to this section shall be used
12by each regional consortium to create and implement a plan to
13better provide adults in its region with all of the following:
14(1) Elementary and secondary basic
skills, including classes
15required for a high school diploma or high school equivalency
16certificate.
17(2) Classes and courses for immigrants eligible for educational
18services in citizenship and English as a second language, and
19workforce preparation classes in basic skills.
20(3) Education programs for adults with disabilities.
21(4) Short-term career technical education programs with high
22employment potential.
23(5) Programs for apprentices.
24(c) (1) The classes and courses described in paragraphs (1) and
25(2) of subdivision (b) shall distribute basic information on
26American
government and civics that includes, but is not limited
27to, instruction on all of the following:
28(A) Federal, state, and local government.
29(B) The three branches of government.
30(C) The importance of civic engagement.
31(D) Registering to vote.
32(2) It is the intent of the Legislature that, consistent with the
33requirements of Sections 51225.3 and 52555, students enrolled in
34classes and courses described in paragraphs (1) and (2) of
35subdivision (b) in which instruction in American government and
36civics is appropriate shall receive instruction in American
37government and civics.
38(d) Each regional consortium’s plan shall include, at a minimum:
39(1) An evaluation of current levels and types of adult education
40programs within its region, including education for adults in
P8 1correctional facilities; credit, noncredit, and enhanced noncredit
2adult education coursework; and programs funded through Title
3II of the federal Workforce Investment Act of 1998, known as the
4Adult Education and Family Literacy Act (Public Law 105-220).
5(2) An evaluation of current needs for adult education programs
6within its region.
7(3) Plans for parties that make up the consortium to integrate
8their existing programs and create seamless transitions into
9postsecondary
education or the workforce.
10(4) Plans to address the gaps identified pursuant to paragraphs
11(1) and (2).
12(5) Plans to employ approaches proven to accelerate a student’s
13progress toward his or her academic or career goals, such as
14contextualized basic skills and career technical education, and
15other joint programming strategies between adult education and
16career technical education.
17(6) Plans to collaborate in the provision of ongoing professional
18development opportunities for faculty and other staff to help them
19achieve greater program integration and improve student outcomes.
20(7) Plans to leverage existing regional structures, including, but
21not necessarily
limited to, local workforce investment areas.
22(e) The Chancellor of the California Community Colleges and
23the State Department of Education may identify additional elements
24that consortia must include in a plan.
25(f) (1) On or before March 1, 2014, the Chancellor of the
26California Community Colleges and the State Department of
27Education shall submit a joint report to the Legislature and the
28Governor. This report shall include, but not necessarily be limited
29to, both of the following:
30(A) The status of developing regional consortia across the state,
31including identification of unserved geographic areas or emerging
32gaps in regional program delivery.
33(B) The
status and allocation of grant awards made to regional
34consortia.
35(2) The report shall be submitted to the Legislature as provided
36in Section 9795 of the Government Code.
37(g) (1) On or before March 1, 2015, the Chancellor of the
38California Community Colleges and the State Department of
39Education shall submit a joint report to the Legislature and the
P9 1Governor. This report shall include, but is not limited to, both of
2the following:
3(A) The plans developed by regional consortia across the state.
4(B) Recommendations for additional improvements in the
5delivery system serving adult learners.
6(2) The report shall be submitted to the Legislature as provided
7in Section 9795 of the Government Code.
8(h) It is the intent of the Legislature to work toward developing
9common policies related to adult education affecting adult schools
10at local educational agencies and community colleges, including
11policies on fees and funding levels.
12(i) It is the intent of the Legislature to provide additional funding
13in the 2015-16 fiscal year to regional consortia to expand and
14improve the provision of adult education.
Section 1.5 of this bill incorporates amendments to
16Section 33540 of the Education Code proposed by both this bill
17and Assembly Bill 1599. It shall only become operative if (1) both
18bills are enacted and become effective on or before January 1,
192015, (2) each bill amends Section 33540 of the Education Code,
20and (3) this bill is enacted after Assembly Bill 1599, in which case
21Section 1 of this bill shall not become operative.
