SB 908, as introduced, Gaines. Housing availability.
The Planning and Zoning Law requires each city, county, and city and county to prepare and adopt a general plan that contains certain mandatory elements, including a housing element that analyzes existing and projected housing needs. Existing law includes various legislative findings and declarations related to the statewide importance of housing availability and the responsibility of local governments to address regional housing needs.
This bill would make a nonsubstantive change to these legislative findings and declarations.

The people of the State of California do enact as follows:
Section 65580 of the Government Code is
2amended to read:
The Legislature finds and declaresbegin delete as followsend deletebegin insert all of the
4followingend insert:
5(a) The availability of housing is of vital statewide importance,
6and the early attainment of decent housing and a suitable living
7environment for every Californian, including farmworkers, is a
8priority of the highest order.
P2 1(b) The early attainment of this goal requires the cooperative
2participation of government and the private sector in an effort to
3expand housing opportunities and accommodate the housing needs
4of
Californians of all economic levels.
5(c) The provision of housing affordable to low- and
6moderate-income households requires the cooperation of all levels
7of government.
8(d) Local and state governments have a responsibility to use the
9powers vested in them to facilitate the improvement and
10development of housing to make adequate provision for the housing
11needs of all economic segments of the community.
12(e) The Legislature recognizes that in carrying out this
13responsibility, each local government also has the responsibility
14to consider economic, environmental, and fiscal factors and
15community goals set forth in the general plan and to cooperate
16with other local governments and the state in addressing regional
17housing needs.
