SUMMARY
This bill repeals statutory requirements for categorical
programs no longer linked to separate funding as a result of the
Local Control Funding Formula (LCFF). This bill also deletes
references to obsolete statute, for example revenue limit
calculations, and aligns statute to the LCFF.
FISCAL EFFECT
Negligible fiscal impact.
COMMENTS
Purpose . This bill deletes and modifies statue that has become
inoperative as a result of the enactment of the Local Control
Funding Formula (LCFF).
In 2013, the state implemented a new funding formula for
schools. The LCFF replaced most previously existing K-12
funding streams (revenue limit and categorical programs) with
per pupil grade span funding and targeted funding for low
income, English learner and foster youth students.
Prior to LCFF, local education agencies were required to comply
with certain categorical program requirements as a condition of
receipt of funds. Under LCFF, most of this funding is now
unrestricted and districts must instead show certain pupil
outcomes through a Local Control Accountability Plan.
Accordingly, the statutory requirements for the affected
categorical programs no longer apply.
