SB 1036, as amended, Pavley. Urban water management plans.
Existing law, the Urban Water Management Planning Act, requires every public and private urban water supplier that directly or indirectly provides water for municipal purposes to prepare and adopt an urban water management plan. The act requires each urban water supplier to update its plan at least once every 5 years on or before December 31, in years ending in 5 and zero, and requires an urban water supplier to submit copies of its plan and copies of amendments or changes to the plan to certain entities, including the Department of Water Resources.
This bill would authorize an urban water supplier to include within an urban water management plan certain energy-related information, including, but not limited to,begin delete estimatesend deletebegin insert
an estimateend insert of the amount of energy used to extract or divert water supplies.

The people of the State of California do enact as follows:
Section 10631.2 is added to the Water Code, to
2read:
In addition to the requirements of Section 10631, an
2urban water management plan may, but is not required to, include
3any of the following information:
4(a) An estimate of the amount of energy used to extract or divert
5water supplies.
6(b) An estimate of the amount of energy used to convey water
7supplies to the water treatment plants or distribution systems.
8(c) An estimate of the amount of energy used to treat water
9supplies.
10(d) An estimate of the amount of energy used to distribute water
11suppliesbegin delete to their customersend deletebegin insert
through its distribution systemsend insert.
12(e) begin deleteThe end deletebegin insertAn estimate of the end insertamount of energy used for treated
13water supplies in comparison to the amount used for nontreated
14water supplies.
15(f) begin deleteThe end deletebegin insertAn estimate of the end insertamount of energy used to place water
16into or withdraw from storage.
17(g) Any other energy-related information the urban water
18supplier deems
appropriate.
