SUMMARY
This bill requires the Department of Water Resources (DWR) to
develop a methodology to allow for the voluntary reporting of
the energy intensity of water systems in an urban water
management plan (UWMP). This bill allows DWR to consider
California Public Utilities (PUC) studies and calculations when
developing the methodology.
FISCAL EFFECT
Minor, absorbable costs for DWR to include this methodology in
their Urban Water Management Planning Guidebook.
COMMENTS
1)Background and Purpose. Urban water suppliers are required to
prepare and adopt an UWMP for submission to the Department of
Water Resources (DWR) every five years. The plans must
provide a description of the service area of the supplier, the
identification and quantity of water resources, and water use
projections.
An urban water supplier will not be eligible for state water
management grants or loans after July 1, 2016 unless demand
management measures and reduction targets comply with the
state mandated 20% reduction in water use by 2020.
DWR convened a task force, the Independent Technical Panel
(ITP) to provide recommendations to the Legislature for
improving demand management measures technologies and
approaches. In February, 2014, the ITP issued its Report to

the Legislature on Urban Water Management Plan Demand
Management Measures Reporting and Requirements. The report
made recommendations for improving UWMPs including a
recommendation encouraging the voluntary reporting of
information about the energy intensity of water delivered to
customers. This bill will help water districts comply with
that recommendation.
2)Related Legislation. AB 2067 (Weber) revises the reporting
requirements for demand management measures in UWMPs. This
bill is currently pending on the Senate Floor. AB 1420 (Wolk)
requires UMWPs to include the quantification of water loss in
distribution systems. This bill is currently pending in this
committee.
