SB 1048, as introduced, Roth. Vehicles: weight limits.
Existing law generally prohibits the total gross weight in pounds imposed on the highway by a group of 2 or more consecutive axles from exceeding a specified weight, depending on the distance in feet between the extremes of a group of 2 or more consecutive axles, and the number of axles.
This bill would, notwithstanding any other law, exclude from the total gross weight any weight added to a ready mix concrete truck resulting from compliance with a regulation of the State Air Resources Board, up to an amount not to exceed 1,000 pounds of additional gross vehicle weight.

26(b) In addition to the weights specified in subdivision (a), two
27consecutive sets of tandem axles may carry a gross weight of
2834,000 pounds each if the overall distance between the first and
29last axles of the consecutive sets of tandem axles is 36 feet or more.
30The gross weight of each set of tandem axles shall not exceed
31
34,000 pounds and the gross weight of the two consecutive sets
32of tandem axles shall not exceed 68,000 pounds.
33(c) The distance between axles shall be measured to the nearest
34whole foot. When a fraction is exactly six inches, the next larger
35whole foot shall be used.
36(d) Notwithstanding any other law, any weight added to a ready
37mix concrete truck resulting from compliance with a regulation
38of the State Air Resources Board, up to an amount not to exceed
391,000 pounds of additional gross vehicle weight, shall not be
40included in the total gross weight of the vehicle.
