To the Members of the California State Senate:

I am returning Senate Bill 1124 without my signature.

The bill would revise Medi-Cal's policy of recouping monies from some
estates of deceased beneficiaries and require certain notices to be
made to current and former beneficiaries about estate recovery.

Allowing more estate protection for the next generation may be a
reasonable policy goal. The cost of this change, however, needs to be
considered alongside other worthwhile policy changes in the budget
process next year.
