SUMMARY
This bill allows the Employment Development Department (EDD) to
share wage data with the California Department of Corrections
(CDCR) to evaluate the effectiveness of rehabilitation programs.
FISCAL EFFECT
Minor costs to EDD, likely under $50,000 annually, to the extent
CDCR requests wage data, will be reimbursed by CDCR (GF).
COMMENTS
1)Purpose . According to the author, providing CDCR with access
to wage and employment data of former inmates will allow the
department to assess which rehabilitation programs are
successful in preparing inmates for future employment.
2)Background . Existing law allows the use of unemployment data
for enumerated purposes. EDD has multiple agreements with
different government agencies to provide information relating
to employee, wage, and employer information. Requestors of
EDD data are required to reimburse the EDD for all
confidential information provided.
