           DIGEST  :    This bill authorizes the Secretary of State (SOS) to  
          send the initial Voter Guide to the voters 38 days before  
          Election Day rather than the 40 days as currently required.

           Assembly Amendments  gut the Senate version of this bill and  
          instead insert language that will postpone by two days, the  
          deadlines by which the state ballot pamphlet will be prepared  
          and delivered to the Office of State Printing (OSP) and  
          subsequent mailing to voters, and add an urgency clause.

           ANALYSIS  :    Existing law requires the SOS shall furnish to the  
          OSP copy for preparation of the state ballot pamphlets on the  
          40th day prior to the date for required delivery to the county  
          elections officials, as provided.

          This bill authorizes the SOS to postpone by two days, the
