SB 1196, as amended, Liu. Public postsecondary education: state goals.
Existing law establishes the University of California, under the administration of the Regents of the University of California, the California State University, under the administration of the Trustees of the California State University, and the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as the 3 public segments of postsecondary education in this state.
Existing law states the intent of the Legislature that budget and policy decisions regarding postsecondary education generally adhere to 3 specified goals and that appropriate metrics be identified, defined, and formally adopted, based upon metrics recommended by a working group, to monitor progress toward the achievement of the goals.
This bill would require the Governor, or
the Governor’s designee, in consultation with private industrybegin delete andend deletebegin insert,end insert policy research entities,begin insert and any other entity the Governor deems appropriate,end insert to identify and establish specific postsecondary educational attainment goals for the segments of postsecondary education in the state that satisfy specified criteria and a target date for the segments to achieve these goals. The bill would require the trustees, the board of governors, and, as a condition to receiving a General Fund appropriation from the state, the regents to each develop and adopt a 5-year plan for making progress toward these statewide goals, and would require the Governor, or the Governor’s designee, to convene a technical working group to aid in
the development of the 5-year plan, as specified. The bill would require the 5-year plan to include, but not necessarily be limited to, specific goals for satisfying the statewide attainment goals and performance measures specified for each segment, respectively. The bill would also require the California State University, the California Community Colleges, and the University of California to report to the Legislature on the 5-year plans annually until January 1, 2021, as specified.

The people of the State of California do enact as follows:
Section 66010.96 is added to the Education Code,
2to read:
(a) The Governor, or the Governor’s designee, shall,
4in consultation with private industrybegin delete andend deletebegin insert,end insert policy research entities,
5begin insert and any other entity the Governor deems appropriate,end insert identify and
6establish specific educational attainment goals for the segments
7of postsecondary education in the state and a target date for these
8segments to achieve these goals.
9(b) It is the intent of the Legislature that the goals established
10pursuant
to subdivision (a) satisfy all of the following:
11(1) They shall be challenging and quantifiable.
12(2) They shall address achievement gaps for underrepresented
13populations.
14(3) They shall increase and align the educational attainment of
15California’s adult population to the workforce and economic needs
16of the state.
17(4) They shall be guided by the statewide goals in Section
1866010.91.
19(5) They shall guide the development of the five-year plans
20adopted pursuant to Section 66010.97.
Section 66010.97 is added to the Education Code, to
22read:
(a) The Trustees of the California State University,
2the Board of Governors of the California Community Colleges,
3and as a condition of receiving a General Fund appropriation from
4the state, the Regents of the University of California, shall each
5develop and adopt a five-year plan for making progress toward
6the statewide goals outlined in Section 66010.91.
7(b) (1) The Governor, or the Governor’s designee, shall convene
8a technical working group to advise in the development of the
9five-year plans required pursuant to subdivision (a). The technical
10working group shall include all of the following:
11(A) One representative from each of the segments of public
12postsecondary education.
13(B) One representative from the Department of Finance.
14(C) At least one, but no more than three, members with expertise
15in statewide accountability efforts.
16(D) A representative of the Legislative Analyst’s Office.
17(2) The technical working group shall do all of the following:
18(A) Identify and define specific metrics for measuring
19performance and progress towards satisfying the statewide goals
20in Section 66010.91 that align with the performance measures of
21the California State University in Section 89295, the
University
22of California in Section 92675, and the California Community
23Collegesbegin insert, as developedend insert pursuant tobegin delete the outcome priorities provided begin insert paragraph
24in the provisions of Chapter 581 of the Statutes of 2004end delete
25(1) of subdivision (c) of Section 84754.5end insert. These metrics shall
26include performance measures for the awarding degrees and
27graduating students with job skills that align with California’s
28workforce and economic needs.
29(B) Develop a coordinated and centralized process for collecting
30and reporting information required in the five-year plans.
31(C) Determine and prescribe reporting data informational
32definitions, data informational sources, timeframes, and any other
33definitions, in order to align reporting of the five-year plans across
34the three segments of public postsecondary education.
35(D) Provide the results of its efforts pursuant to subparagraphs
36(A), (B), and (C) to the California State University, the University
37of California, and the California Community Colleges by January
3831, 2015, for the development of their respective five-year plans
39pursuant to this section.
P4 1(c) The five-year plans of the California State University, the
2California Community Colleges, and the University of California
3adopted pursuant to subdivision (a) shall include, but not
be limited
4to, specific objectives for satisfying the statewide attainment goals
5established pursuant to Section 66010.96 and their progress on
6each of the performance measures established for their segments,
7respectively, commencing with the 2015-16 fiscal year.
8(d) In developing and adopting their respective five-year plans
9pursuant to subdivision (a), the California State University, the
10University of California, and the California Community Colleges
11shall do both of the following:
12(1) Establish a process for setting their respective attainment
13goals and performance targets at a regional and campus level.
14(2) Collaborate across their respective segments of
15postsecondary education in order to set attainment goals and
16performance
targets that align with statewide and regional needs.
17(e) The California State University, the California Community
18Colleges, and the University of California shall annually report to
19the Legislature on each of their five-year plans and progress toward
20both statewide goals and their respective objectives pursuant to
21subdivision (c) as part of the state budget process.
22(f) (1) The requirement for submitting a report imposed under
23subdivision (e) is inoperative on January 1, 2021, pursuant to
24Section 10232.5 of the Government Code.
25(2) A report to be submitted pursuant to subdivision (e) shall
26be submitted in compliance with Section 9795 of the Government
27Code.
