Existing law establishes the University of California, under the administration of the Regents of the University of California, the California State University, under the administration of the Trustees of the California State University, and the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as the 3 public segments of postsecondary education in this state.

Under existing law, there are 5 segments of postsecondary education in this state. These segments include the three public segments: the University of California, the California State University, and the California Community Colleges. Private postsecondary educational institutions and independent institutions of higher education constitute the other segments.

Existing law states the intent of the Legislature that budget and policy decisions regarding postsecondary education generally adhere to 3 specified goals and that appropriate metrics be identified, defined, and formally adopted, based upon metrics recommended by a working group, to monitor progress toward the achievement of the goals.

This bill would require the Governor, or the Governor’s designee, in consultation withbegin insert the 5 segments of postsecondary education,end insert private industry, policy research entities, and any other entity the Governor deems appropriate, to identify and establish specific postsecondary educational attainment goals for the segments of postsecondary education in the state that satisfy specified criteria and a target date for the segments to achieve these goals. The bill would require the trustees, the board of governors, and, as a condition to receiving a General Fund appropriation from the state, the regents to each develop and adopt abegin delete 5-yearend delete plan for making progress toward these statewide goals, and would require the Governor, or the Governor’s designee, to convene a technical working group to aid in the development of thebegin delete 5-yearend delete plan, as specified. The bill would require thebegin delete 5-yearend delete plan to include, but not necessarily be limited to, specific goals for satisfying the statewide attainment goals and performance measures specified for each segment, respectively. The bill would also require the California State University, the California Community Colleges, and the University of California to report to the Legislature on thebegin delete 5-yearend delete plans annually until January 1, 2021, as specified.

The people of the State of California do enact as follows:

SECTION 1.  

Section 66010.96 is added to the Education Code,

66010.96.  

(a) The Governor, or the Governor’s designee, shall,
4in consultation withbegin insert the segments of postsecondary education, as
5defined in Section 66010.95end insert
begin insert,end insert private industry, policy research
6entities, and any other entity the Governor deems appropriate,
7identify and establish specific educational attainment goals for the
8segments of postsecondary education in the state and a target date
9for these segments to achieve these goals.

10(b) It is the intent of the Legislature that the goals established
11pursuant to subdivision (a) satisfy all of the following:

12(1) They shall be challenging and quantifiable.

13(2) They shall address achievement gaps for underrepresented
14populations.

P3    1(3) They shall increase and align the educational attainment of
2California’s adult population to the workforce and economic needs
3of the state.

4(4) They shall be guided by the statewide goals in Section
566010.91.

6(5) They shall guide the development of thebegin delete five-yearend delete plans
7adopted pursuant to Section 66010.97.

SEC. 2.  

Section 66010.97 is added to the Education Code, to
9read:

66010.97.  

(a) The Trustees of the California State University,
11the Board of Governors of the California Community Colleges,
12and as a condition of receiving a General Fund appropriation from
13the state, the Regents of the University of California, shall each
14develop and adoptbegin delete a five-year planend deletebegin insert a planend insert for making progress
15toward the statewide goals outlined in Section 66010.91.

16(b) (1) The Governor, or the Governor’s designee, shall convene
17a technical working group to advise in the development of the
18begin delete five-yearend delete plans required pursuant to subdivision (a). The technical
19working group shall includebegin insert, at a minimum,end insert all of the following:

20(A) One representative from each of the segments ofbegin delete publicend delete
21 postsecondary educationbegin insert, as defined in Section 66010.95end insert.

22(B) One representative from the Department of Finance.

23(C) At least one, but no more than three, members with expertise
24in statewide accountability efforts.

25(D) A representative of the Legislative Analyst’s Office.

26(E) The chair of the appropriate policy committees of the
27Legislature, or the chair’s designee.

28(2) The technical working group shall do all of the following:

29(A) Identify and define specific metrics for measuring
30performance and progress towards satisfying the statewide goals
31in Section 66010.91 that align with the performance measures of
32the California State University in Section 89295, the University
33of California in Section 92675, and the California Community
34Colleges, as developed pursuant to paragraph (1) of subdivision
35(c) of Section 84754.5. These metrics shall include performance
36measures for the awarding degrees and graduating students with
37job skills that align with California’s workforce and economic
38needs.

39(B) Develop a coordinated and centralized process for collecting
40and reporting information required in thebegin delete five-yearend delete plans.

P4    1(C) Determine and prescribe reporting data informational
2definitions, data informational sources, timeframes, and any other
3definitions, in order to align reporting of thebegin delete five-yearend delete plansbegin insert with
4three-year resource and expenditure plans required to be
5established by the University of California and the California State
6University pursuant to Provision 2 of Item 6440-001-0001 and
7Provision 2 of Item 6610-001-0001 of Section 2.00 of the Budget
8Act of 2014, and the Student Equity Plans required to be reported
9by the California Community Colleges pursuant to Article 1.5
10(commencing with Section 78220) of Chapter 2 of Part 48 of
11Division 7,end insert
across the three segments of public postsecondary
12education.

13(D) Identify and define metrics for measuring performance and
14progress of private postsecondary educational institutions, as
15defined in Section 94858, and independent institutions of higher
16education, as defined in Section 66010, toward satisfying the state
17goals, and make recommendations for appropriate reporting
18mechanisms for these institutions.

21(A), (B), and (C) to the California State University, the University
22of California, and the California Community Colleges by January
2331, 2015, for the development of their respectivebegin delete five-yearend delete plans
24pursuant to this section.

25(c) Thebegin delete five-yearend delete plans of the California State University, the
26California Community Colleges, and the University of California
27adopted pursuant to subdivision (a) shall include, but not be limited
28to, specific objectives for satisfying the statewide attainment goals
29established pursuant to Section 66010.96 and their progress on
30each of the performance measures established for their segments,
31respectively, commencing with the 2015-16 fiscal year.

32(d) In developing and adopting their respectivebegin delete five-yearend delete plans
33pursuant to subdivision (a), the California State University, the
34University of California, and the California Community Colleges
35shall do both of the following:

36(1) Establish a process for setting their respective attainment
37goals and performance targets at a regional and campus level.

38(2) Collaborate across their respective segments of
39postsecondary education in order to set attainment goals and
40performance targets that align with statewide and regional needs.

P5    1(e) The California State University, the California Community
2Colleges, and the University of California shall annually report to
3the Legislature on each of theirbegin delete five-yearend delete plans and progress toward
4both statewide goals and their respective objectives pursuant to
5subdivision (c) as part of the state budget process.

6(f) (1) The requirement for submitting a report imposed under
7subdivision (e) is inoperative on January 1, 2021, pursuant to
8Section 10232.5 of the Government Code.

9(2) A report to be submitted pursuant to subdivision (e) shall
10be submitted in compliance with Section 9795 of the Government
11Code.
