To the Members of the California State Senate:

I am returning Senate Bill 1292 without my signature because signing
the bill would not result in the bill becoming law.  The provisions
in existing law would repeal the sections of this bill and repeal it
in its entirety on January 1, 2015.
I do, however, fully support the policy of providing greater state
grant support to severely disadvantaged communities and I have asked
the State Water Board to support these communities by annually
adjusting the maximum grant amount needed.
