The Local Agency Public Construction Act establishes contracting by local agencies for the construction of public works. Existing law regulates the procedures by which a local agency awards public works contracts.
This bill would require a local agency to timely post on its Internet Web site a copy of any final public works contract awarded at a cost of $5,000 or more. By imposing an additional duty upon local governments in the posting of local agency public works contracts, this bill would impose a state-mandated local program.
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.

Section 20103.9 is added to the Public Contract
2Code, to read:
A local agency subject to this chapter that is taking
4bids for the construction of a public work or improvement costing
5five thousand dollars ($5,000) or more shall post, in a timely
6fashion, on the local agency’s Internet Web site a copy of each
7final contract awarded.
If the Commission on State Mandates determines that
9this act contains costs mandated by the state, reimbursement to
10local agencies and school districts for those costs shall be made
11pursuant to Part 7 (commencing with Section 17500) of Division
124 of Title 2 of the Government Code.
