Existing law establishes the Instructional Quality Commission and requires the commission to, among other things, recommend curriculum frameworks to the State Board of Education.

The bill would define oral testimony to mean firsthand accounts of significant historical events presented in a specified format. The bill would provide that the Legislature encourages certain actions relating to the instruction of genocide, including, among others, that content providers and teachers promote pupil analysis of genocides,
including the ethnic, religious, and political causes.
This bill would incorporate additional changes in Section 51226.3 of the Education Code, proposed by AB 1915, to be operative only if AB 1915 and this bill are chaptered and become effective on or before January 1, 2015, and this bill is chaptered last.

The people of the State of California do enact as follows:
Section 51221.45 is added to the Education Code, 2immediately following Section 51221.4, to read:
(a) The Legislature encourages the instruction in
4social science in grades 7 to 12, inclusive, to include instruction
5on the American military conflicts in Afghanistan and Iraq,
6including Operation Desert Storm.
7(b) The Legislature encourages the instruction described in
8subdivision (a) to include a component drawn from personal
9testimony, especially in the form of oral or video histories of
10military veterans who were involved in those conflicts.
P3 1(c) Any oral histories used as part of the instruction described
2in subdivision (a) should exemplify the personal sacrifice, courage,
3and sense of duty of those who were called upon to serve.
Section 51226.3 of the Education Code is
6amended to read:
(a) The department shall incorporate into publications

9those materials developed by publishers of nonfiction, trade books,
10and primary sources, or other public or private organizations, that
11are age-appropriate and consistent with the subject frameworks
12on history and social science that deal with civil rights, human
13rights violations, genocide, slavery, and the Holocaust.
14(b) (1) The Legislature encourages the incorporation of survivor,

16human rights, the Holocaust, and genocide, including, but not
17limited
to, the Armenian, Cambodian, Darfur, and Rwandan

19(2) As used in this subdivision, “oral testimony” means the
20firsthand accounts of significant historical events presented in a
21format that includes, but is not limited to, in-person testimony,
22video, or a multimedia option, such as a DVD or an online video.
23(c) The Legislature encourages all state and local professional
24development activities to provide teachers with content background
25and resources to assist in teaching about civil rights, human rights
26violations, genocide, slavery, and the Holocaust.

teaching about the Great Irish Famine of
301845-50.
31(e) When the history-social science curriculum framework is
32revised as required by law, the Instructional Quality Commission
33shall consider including the Great Irish Famine of 1845-50 and
34the Armenian Genocide in the history-social science curriculum
35framework.
36(e) The Great Irish Famine of 1845-50 shall be considered in
37the next cycle in which the history-social science curriculum
38framework and its accompanying instructional materials are
39adopted.

23(h) For purposes of this article, “Armenian Genocide” means
24the torture, starvation, and murder of 1,500,000 Armenians, which
25included death marches into the Syrian desert, by the rulers of the
26Ottoman Turkish Empire and the exile of more than 500,000
27innocent people during the period from 1915 to 1923, inclusive.
Section 51226.4 is added to the Education Code, to
30read:
Pursuant to subdivision (a) of Section 51226.3, the
32Legislature encourages all of the following:
33(a) Instruction in the origins of genocide as a phenomenon
34throughout history that continues to the present day.
35(b) Content providers and teachers to promote pupil analysis of
36genocides, including the ethnic, religious, and political causes.
37(c) Content providers and teachers to incorporate instructional
38materials for pupils that examine the possible means of preventing
39and halting genocide policies or interventions by the United
40Nations, other groups of nations, or the
United States.
P6 1(d) Examinations of interventions to prevent genocides should
2include arguments and evidence for and against intervention, the
3role of public support for the intervention, and the possible
4consequences of such interventions.
Section 1.5 of this bill incorporates amendments to
6Section 51226.3 of the Education Code proposed by both this bill
7and Assembly Bill 1915. It shall only become operative if (1) both
8bills are enacted and become effective on or before January 1,
92015, (2) each bill amends Section 51226.3 of the Education Code,
10and (3) this bill is enacted after Assembly Bill 1915, in which case
11Section 1 of this bill shall not become operative.
