To the Members of the California State Senate:

I am returning Senate Bill 1383 without my signature.
This bill authorizes the Director of the Department of Resources
Recycling and Recovery to adopt an American Society for Testing and
Materials standard for plastic products that degrade in soil.
This measure is premature.¦ The standard this bill seeks to codify is
still being drafted and continues to undergo significant changes.¦
