SB 1432, as amended, Lieu. Arts Council: grants.
Existing law establishes the Arts Council composed of 11 members, with the Speaker of the Assembly and the Senate Committee on Rules each appointing one member and the Governor appointing 9 members who are subject to confirmation by the Senate. The Arts Council is authorized to award grants, as specified.
This bill would continuously appropriate the sum of $25,000,000 annually from the General Fund to the Arts Council to be used for grants as currently authorized by law.

The people of the State of California do enact as follows:
The Legislature finds and declares all of the
2following:
3(a) The Arts Council was established in 1976 with an initial
4General Fund budget of $750,000.
5(b) By the 1982-83 fiscal year, the Arts Council had a budget
6of nearly $11 million and reached a high of nearly $29 million in
7the 2000-01 fiscal year.
P2 1(c) Over the years, the Arts Council’s budget has faced steady
2cuts from almost $29 million in the 2000-01 fiscal
year to $17
3million in the 2003-04 fiscal year, and then $1 million from the
4General Fund in subsequent fiscal years.
5(d) In 1983, California spent $0.46 per person on the arts.

6(e) Presently, California ranks last out of the 50 states and six
7territories, with $0.03 in per capita spending on the arts.
8(f) Adjusted for inflation, the 1983 Arts Council’s budget would
9be $25 million.
10(g) It is the intent of the Legislature to restore funding to the
11Arts Council to its 1983 level.
12(h) The creative industries of California generate $273.5 billion
13in total (direct, indirect, and induced) output.
14(i) California’s creative industries employ 1.4 million workers.

15(j) The direct, indirect, and induced workers of California’s
16creative industries paid nearly $13 billion in property taxes,
17personal income taxes, and sales taxes into the General Fund and
18to local governments.
19(k) Every dollar in state support for the arts leverages $7 in
20earned and contributed revenue, and brings back more than $3 in
21taxes to state and local government entities.
22(l) A $25 million investment per year in the arts would generate
23$175 million in earned and contributed revenue and bring back
24more than $75 million in taxes to state and local government
25entities.
Section 8753.6 is added to the Government Code, to
28read:
Notwithstanding Section 13340 of the Government
30Code, the sum ofbegin delete twenty fiveend deletebegin insert twenty-fiveend insert million dollars
31($25,000,000) is hereby continuously appropriated from the
32General Fund to the Arts Council each fiscal year. These funds
33shall be used to issue grants to further the arts and California’s
34robust creative economy, as otherwise authorized to be issued
35under this chapter.
