To the Members of the California State Senate:

I am returning Senate Bill 1442 without my signature.

This bill would consolidate the semi-annual and pre-election campaign
finance reports to a quarterly filing schedule.  This change would
be contingent upon the development and launch of a new online filing
system.  While the goal of reducing reports is laudable, until we
have the technology in place, it is premature to make adjustments to
the reporting schedule.

Before an additional information technology project is authorized,
the Secretary of State should complete the two substantial projects
currently underway.
