To the Members of the California State Senate:

I am returning Senate Bill 1455 without my signature.

This bill requires the State Librarian to prepare a comprehensive
assessment of the current status of library facilities throughout the
state.

Local librarians communicate with the State Librarian on a regular
basis regarding their operations.  I urge them to continue to do so
without the formalized report required by this bill.
