   An act to amend Section 82013 of the Government Code, relating to
the Political Reform Act of 1974.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 2044, as introduced, Harper. Recipient committee: threshold
qualifications.
   Existing law defines a "committee" under the Political Reform Act
of 1974 by reference to amounts of moneys received in contributions,
made in independent expenditures, or made in contributions by a
person or persons on an annual basis.
   This bill would make technical, nonsubstantive changes to this
provision.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 82013 of the Government Code is amended to
read:
   82013.   (a)    "Committee" means any person or
combination of persons who directly or indirectly does any of the
following: 
   (a) 
    (1)  Receives contributions totaling two thousand
dollars ($2,000) or more in a calendar year. 
   (b) 
    (2)  Makes independent expenditures totaling one
thousand dollars ($1,000) or more in a calendar  year; or
  year.  
   (c) 
    (3)  Makes contributions totaling ten thousand dollars
($10,000) or more in a calendar year  to   to,
 or at the behest  of   of, 
candidates or committees. 
   A 
    (b)     A  person or combination of
persons that becomes a committee shall retain its status as a
committee until such time as that status is terminated pursuant to
Section 84214.
