BILL ANALYSIS SB 198 Date of Hearing: June 28, 1993 ASSEMBLY COMMITTEE ON TRANSPORTATION RICHARD KATZ, Chair SB 198 (Senate Committee on Transportation) - As Amended: June 23, 1993 SUBJECT Air pollution: highways DIGEST Existing law: 1) Defines "primary highway" for the purposes of outdoor advertising to š mean any non-interstate highway designated as part of the federal aid primary system by the Director of Transportation and approved by the federal government. 2) Authorizes (Sher - Chapter 1568, Statutes of 1988) in nonattainment š (dirty air) air quality districts, at the discretion of the district board, a surcharge on the annual motor vehicle registration fee of $4, to be used to reduce emissions from motor vehicles. This bill: 1) Revises the definition of "primary highway" by removing the requirement š that it be designated by the Director of Transportation and providing that it be in existence on June 1, 1991. 2) Specifically authorizes the use of surcharge revenue in the Bay Area š Air Quality Management District for implementing an automotive buyback program. FISCAL EFFECT Unknown. COMMENTS 1) This is one of two Senate Transportation Committee omnibus bills. 2) The definition of "primary highway" is being changed in order to š conform to the federal Intermodal Surface Transportation Efficiency Act. 3) A variety of transportation control projects and programs may be funded š by the motor vehicle registration surcharge. This measure specifically - continued - SB 198 Page 1 SB 198 authorizes automotive buyback scrappage programs. 4) Committee Amendment Recommended: Currently, private companies such š as ARCO are running scrappage programs in some localities and obtaining emission reduction offsets for these programs.
