VOTE 15-1 šCOMMITTEE Katz, Escutia, Andal, Costa, Eastin, Frazee, Goldsmith, Hauser, Honeycutt, Karnette, Knight, Lee, McDonald, Napolitano, Umberg Nays: Weggeland DIGEST Existing law: 1) Requires the Department of Consumer Affairs (DCA) to report annually to š the Legislature on the inspection and maintenance (Smog Check) program. 2) Authorizes the Department of Motor Vehicles (DMV) to prescribe the form š of the smog check certificate of compliance or noncompliance. The current compliance certificate is issued to the vehicle owner and subsequently submitted to DMV with other registration documents. This bill states legislative intent that the annual DCA Inspection and šMaintenance (I/M) report include a discussion of the potential use of an šelectronic smog certificate of compliance or noncompliance. FISCAL EFFECT None COMMENTS According to the author, the Bureau of Automotive Repair and DMV have šconducted a limited test at smog check referee stations of the use of šelectronic smog certification information techniques and equipment. They šnow believe that a "paperless certificate" is feasible. This bill may be amended in Conference Committee and used to carry šprovisions of a negotiated settlement in the revision of the I/M program šrequired under the federal Clean Air Act Amendments of 1990.
