BILL ANALYSIS UNFINISHED BUSINESS SB 521 Presley (D) 8/23/93 21 Page 1498, 6/3/93 68-5, 8/23/93 SUBJECT: Automobiles: certificates of compliance SOURCE: Author ____________________________________________________________________________ DIGEST: This bill states legislative intent language relative to šutilizing existing resources of the Department of Consumer Affairs to šprepare their required annual report on automotive repair activities. Assembly Amendments substantially amend this bill by: 1. Deleting language establishing the authority of the Bureau of Automotive Repair to suspend or revoke automotive repair licenses for violations of smog check and related laws. 2. Deleting the authorization to use an electronic (paperless) smog check compliance certificate. ANALYSIS: Existing law authorizes the Department of Consumer Affairs što prescribe the form of the smog certificate of compliance or šnoncompliance, and requires the department to annually report to the šLegislature on the smog check program. This bill would state legislative intent that the annual report include a šdiscussion of the potential use of an electronic certificate of compliance šor noncompliance.
