SUMMARY
This bill would extend the sunset, from June 30, 1997 to January
1, 2003, for the Private Postsecondary and Vocational Education
Reform Act and the Maxine Waters School Reform and Student
Protection Act. Accordingly, the bill establishes the continued
operation of the Council for Private Postsecondary Education
(CPPVE) as the lead agency in implementing and enforcing the Acts.
In addition, the bill among other things:
1. Makes numerous changes technical and conforming changes, as
outlined in the Policy Committee Analysis.
2. Requires the California Postsecondary Education Commission
(CPEC) to review and evaluate the effectiveness of the Acts and
report its findings to the Legislature by January 1, 2001, and
every five years thereafter.
3. Requires the CPPVE to to submit a report to the Legislature, as
specified, by January 31 of each calendar year.
FISCAL EFFECT
1. Minor absorbable General Fund costs, less than $50,000 every
five years, to CPEC for review and reporting on CPPVE, as
specified.
2. Minor absorbable costs, less than $50,000 annually, to the
CPPVE administrative fund for continued reporting, as
specified.
BACKGROUND
1. The CPPVE is a non-General Fund fee supported entity. The
proposed 1997-98 Governor's budget contains $6.6 million for

CPPVE operations and states the governor's support: "... the
Council should remain in existence and commends the Council for
its work thus far in eliminating 'diploma mills' and abuse in
trade schools. Moreover, he asks that another sunset extension
bill which protects students, but provides for a more equitable
business climate be submitted to him prior to June 30, 1997 for
signature."
