STAFF COMMENTS:

This bill meets the criteria to be placed on the Suspense
file.

The bill authorizes the Board to expend up to $600,000 for
the study alone.

Staff recommends amendments to increase the amount of the
appropriation to $1,041,000 to cover the cost of the study
and the first half year of the staff and to authorize a
position to monitor the study contract. Subsequent support
for the staff can be appropriated in the annual budget act.
