  SUMMARY  :

This bill creates the California Youth Violence Prevention  
Authority (CYVPA) within the Attorney General's (AG's) office.  
The CYVPA's charge includes:
 
1)Providing statewide leadership, coordinating state and local  
  efforts to prevent youth violence, and producing a plan by  
  January 1, 2001.

2)Procuring and administering grants and funds from public and  
  private sources.

3)Providing education on effective programs, models, and  
  strategies for the control of violence and serving as a  
  clearinghouse for information on youth violence prevention  
  issues, resources, and research. 
  
 4)Consulting with an advisory board appointed by the AG and the  
  governor.
 
  FISCAL
  
Annual GF costs in the range of $300,000 for administration of  
the CYVPA. This would support a staff of two professionals, two  
administrative assistants and a minor amount for office expenses  
and travel. 

  COMMENT
  
  1)Rationale  .  According to proponents, violence prevention  
  programs are scattered between many state agencies. Funding is

  sporadic and not in accord with a statewide plan. The Little  
  Hoover Commission and the California Task Force to Review  
  Juvenile Crime and the Juvenile Justice Response have  
  recommended that youth crime and violence prevention oversight  
  be consolidated.

  2)Appointments.  Of the eight advisory board appointments, four  
  are by the governor and four by the AG. It may be more  
  appropriate for the Legislature to make the non-gubernatorial  
  appointments.

  3)Jurisdiction  . Is the AG's office the appropriate entity to  
  administer the CYVPA? Depending on the role the Davis  
  Administration wants the Office of Criminal Justice Planning  
  and the Youth Authority to play, these entities could also  
  legitimately administer the CYVPA. 
  
4)Previous legislation  . Last year this bill was carried by Sen.  
  Lockyer (SB 822, vetoed).
