SUMMARY
This bill requires the Health and Welfare Agency to develop a
statewide plan on the funding, implementation and coordination
of violence, crime and gang prevention programs. The report
would be prepared with consultation from the Departments of
Justice, Social Services, and Education, the Board of
Corrections, the Office of Criminal Justice Planning (OCJP), and
other public and private entities.
FISCAL EFFECT
The bill states that no more than $100,000 may be expended on
this process, though the actual cost of the bill as outlined is
closer to $200,000, based on the equivalent of three personnel
years. If the plan is developed by the Health and Welfare
Agency, costs could be even higher, as that agency has little
expertise in criminal justice planning.
COMMENTS
1.The Health and Welfare Agency is not the appropriate entity to
develop a criminal justice plan. That responsibility generally
falls to the OCJP. It may be more appropriate to require the
OCJP to oversee the plan, in consultation with the other
entities referenced in the bill.
2.The author's office has agreed to technical amendments
deleting reference to the name of the plan, deleting a
reference to a specific commission, and requiring the plan to
be completed within one year rather than two.
