           SUMMARY  :

          This bill clarifies provisions of the Teachers Retirement Law  
          that define "full-time" employees for purposes of calculating  
          service credits for retirement benefits.

           FISCAL EFFECT  :

          Negligible fiscal impact.

           COMMENTS  :

           Background.   This is a technical clean-up bill sponsored by  
          CalSTRS.  The changes made by the bill are minor and  
          noncontroversial.
