           SUMMARY  :

          This bill makes technical changes to the statutory definition of  
          a Medi-Cal program service provider.

           FISCAL  :

          The bill would have a negligible fiscal effect.

           COMMENTS  :

           Background  .  According to the author, this bill broadens the  
          definition of a Medi-Cal program provider to conform AB 784  
          (Romero), enacted in 1999, to provisions of last year's health  
          and welfare budget trailer bill.  AB 784 requires certain  
          Medi-Cal providers to provide DHS with a bond or security and  
          providers to pay interest charges and penalties under certain  
          circumstances when an audit uncovers improper claims, and  
          requires suppliers to maintain additional accounting records.
