SUMMARY : Allows counties to offer grant-based on-the-job
training to California Work Opportunity and Responsibility to
Kids (CalWORKs) participants.
The Senate amendments delete the Assembly version of this bill,
and instead:
1)Require the county, in calculating a participant's maximum aid
payment, to include wages that are funded by the diversion of
a participant's cash grant or by the grant savings derived
from the participants' employment.
2)Permit the county to divert both the participant's cash grant
and the aid grant savings resulting from the participant's
employment as a wage subsidy to employers providing
grant-based on-the-job training.
3)Prohibit the county from diverting a grant amount that exceeds
the family's maximum aid payment.
4)Permit the county to cancel the participation of employers who
are unable to provide job skills that contribute to
participants obtaining unsubsidized employment.
5)Prohibit the county from assigning a CalWORKs participant to
grant-based on-the-job training unless the participant
voluntarily agrees to participate by completing a consent
form.
AS PASSED BY THE ASSEMBLY , this bill revised the education
component of the CalWORKs program to permit participants
enrolled in educational or vocational training programs to count

classroom preparation time toward their 32-hour work
participation requirement.
FISCAL EFFECT : Contains reimbursement direction.
COMMENTS : This bill was substantially amended in the Senate.
Under current law, counties cannot offer grant-based on-the-job
training programs to CalWORKs participants because participants
could receive more than their maximum aid payment. This bill,
sponsored by Los Angeles and San Francisco counties, modifies
current law to provide counties the option of implementing
grant-based on-the-job training programs for CalWORKs
participants.
